License Instruction

1-Purpose

The purpose of this instruction is to determine the procedures and principles to be followed by the clubs and athletes participating in the golf activities.

2-Scope

This instruction covers the procedures and principles regarding the registration of the athletes participating in the competitions, license, visa and transfer procedures, and the procedures and principles regarding the registration of all kinds of organizations and clubs that will engage in golf activities.

3-Basis

This instruction has been prepared on the basis of the Autonomous Golf Federation Main Status published in the official gazette on April 14, 2006 with the number 26139. Club Registration and Athlete License, Visa and Transfer Regulation procedures are carried out by the Golf Federation and its related organizations.

4-Definitions

In this instruction;
Federation: Turkish Golf Federation,
Organization: Turkish Golf Federation's provincial units,
Club: Golf clubs and private golf clubs and all organizations engaged in golf activities,
Athlete: Golf athletes,
Registration: Registration procedures for golfing at the facilities of a club or person or organization or at the facilities of an association, and registration procedures for an athlete to participate in competitions,
License: The certified document given to enable the athlete to participate in official competitions and the approved document given to the club, person or organization and associations in order to conduct golf activities in the facilities of a club or person or organization or in the facilities of an association.
Visa: The process of renewing the license of an athlete every year in order to participate in the competitions and the process of renewing the license every year in order to carry out golf activities in the facilities of clubs, individuals and organizations or an association,
Transfer: Changing the club (Home Club) of an athlete,
Program of Activities: Official competitions, leagues and team championships that the Federation reschedules each year.

5-License Requirement

In order for the athletes to participate in the official golf competitions organized by the Federation, they must have an athlete license according to the provisions of this instruction and have their licenses visa to the Golf Federation every year. Clubs and all kinds of organizations engaged in golf activities must have a club registration license according to the provisions of this instruction and have their licenses visa to the Golf Federation every season. Registration, license and visa procedures of athletes and clubs are carried out by the central and provincial organizations of the Golf Federation.

After the registration process, one of the registration vouchers is kept in the organization where the registration was made, one in the club and the other in the headquarters of the Federation. Athletes who are not registered in the name of sports clubs can obtain an individual athlete license from the central or provincial organization of the Federation on their behalf and have these licenses visa every year at the place of registration.

6-Registration Procedures

Registration and licensing are required for clubs and athletes to participate in competitions and to engage in sports activities. Athletes who will receive a license in golf must be over the age of SEVEN. When calculating the age to participate in the competitions, the method of subtracting the year of birth from the year lived is essential. Accordingly, the following documents are required for the registration of athletes who will issue a license:

  • Parental consent for underage athletes,

  • Three passport photos (two of which will be attached to the registration slips),

  • Two completed athlete license registration vouchers (Appendix 1)

  • Photocopy of both sides of the identity card

  • Health permit document stating that there is no harm in doing sports.

  • A receipt showing that the registration fee has been paid to the Federation. The athlete registration fee will be determined by the Federation Board of Directors at the beginning of each year of activity.

All clubs, associations, individuals and organizations with golf facilities must register and obtain a license. The following documents are sought for the registration of all clubs that will operate in the golf branch or are registered in the name of another sports branch and will engage in golf activities.

  • Members of the Board of Directors of clubs, associations, individuals and organizations and signatory circulars

  • In case of a golf course, field preliminary project and plan

  • Receipt that the club registration and license fee has been deposited to the Federation (Club registration and license fee will be determined by the Federation Board of Directors at the beginning of the activity period for each year)

The clubs that apply to the Federation for registration by completing the required documents are given a license and a "Registration Certificate" if they fulfill the conditions of eligibility for the activity to be determined again at the beginning of each activity period by the Federation Board of Directors.

Clubs participating in the annual "Activity Program" of the Federation by registering and obtaining a license gain the right to vote as the "Delegate of the General Assembly". The number of delegates is determined according to the provisions of the "Turkish Golf Federation Main Status".

7-Visa Procedures

Clubs and athletes must have their licenses visa every season in order to participate in the competitions and continue their sports activities. Visa procedures start on January 1 and terminate on December 31. It is determined by the Federation Board of Directors.

8 - Registration and Visa Procedures of Foreign Athletes

Foreign athletes must have a residence and work permit or right in Turkey for transfer, registration and visa procedures.

9 - Athlete Transfer Operations

Golf players can be members of more than one club. However, the player has to designate one of the clubs he is a member of as the home club he is affiliated with. In order for the players to participate in the golf competitions organized by the Federation, the clubs they are affiliated with and all kinds of organizations engaged in golf activities must have a club registration license according to the provisions of this instruction and have their licenses visa to the Golf Federation every season.

Athletes may change their clubs once in a season, in compliance with the conditions stated in this instruction.

Transfer transactions are done through Datagolf and the transfer process is started with the athlete's application to the club to be transferred. The transfer process is completed after the approval of the Federation and then the former affiliated club on the system. An athlete can transfer once a year. In order to initiate the transfer of athletes under the age of 18, a signed petition must be submitted by the parent of the new club.

If an athlete, who was transferred during the year, played in a competition representing his former affiliated club in the same year, he cannot participate in inter-club competitions representing the new affiliated club he transferred in the same year.

10 - Issues Not Included in the Instruction

Matters not included in this instruction are determined by the decisions to be taken by the Federation Board of Directors.

11 - Effectiveness

This Instruction comes into force as of the date it is published on the websites of the GSGM and the Turkish Golf Federation.

12 - Execution

The provisions of this instruction are executed by the Turkish Golf Federation.
